Udyam registration in Mumbai is filed on the same free government portal as anywhere in India, with the owner's Aadhaar OTP and no documents uploaded. What is local is the detail: a Mumbai enterprise must choose the right district, Mumbai City or Mumbai Suburban, and its District Industries Centre in the form, and it enforces its payment rights through a Micro and Small Enterprises Facilitation Council set up by the Maharashtra government. No private agency can file it for you, so the application is always made in your own name.
Udyam registration in Mumbai: which district and DIC to choose
Mumbai is split into two districts, Mumbai City and Mumbai Suburban, and the Udyam form asks for the district and District Industries Centre (DIC) of your official address, plus the district of every plant or unit. It matters because the DIC of the district you choose is the office that enquires into any discrepancy or complaint about your record (paragraph 9(4)).
Some made-up Mumbai examples, using the district each area falls in:
| Enterprise | Area | District to select |
|---|---|---|
| Indigo Thread Works, a garment unit | Byculla | Mumbai City |
| Northlight Design Studio | Andheri | Mumbai Suburban |
| Tidewater Foods, a kitchen | Chembur | Mumbai Suburban |
| A godown of the same enterprise | Bhiwandi | Thane |
| A branch office | Vashi, Navi Mumbai | Thane |
One enterprise holds one Udyam registration, however many units it has. A Mumbai business with a godown in Bhiwandi or a branch in another state adds them as units in the same registration, and all GSTINs under its PAN are counted as one enterprise. Check your category first with the MSME classification calculator.
Free help with Udyam registration in Mumbai and Maharashtra
The portal's only authorised helpers are the government's Single Window Systems, and the portal says no costs or fees are to be paid to anyone. In Maharashtra these are each district's DIC and the Ministry of MSME's Champions Control Rooms, which include its development institutes (paragraph 9 of S.O. 2119(E)).
For Mumbai, the Ministry's field office is MSME-DFO Mumbai, listed by the Office of DC-MSME at Kurla Andheri Road, Sakinaka. A Mumbai owner who cannot register online, for example for want of an Aadhaar number, can approach a Single Window System with an Aadhaar enrolment slip, bank photo passbook, voter ID, passport or driving licence, and it will help with both Aadhaar and Udyam.
Watch for websites that look official and charge a "registration fee". The government portal itself warns users to beware of fake sites.
Unpaid invoices: using an MSE Facilitation Council in Maharashtra
A micro or small enterprise registered on Udyam can refer an overdue payment to the Micro and Small Enterprises Facilitation Council (MSEFC) of its state. For a Mumbai supplier that means a council set up by Maharashtra, which has jurisdiction even when the buyer is located anywhere else in India (section 18(4) of the MSMED Act 2006).
How the Maharashtra route works:
- The rule. A buyer must pay by the agreed date, never more than 45 days from acceptance, or within 15 days where nothing is agreed in writing; late payment carries compound interest with monthly rests at three times the RBI bank rate (sections 15 and 16).
- Filing. Applications are filed online on the MSME Samadhaan portal before the MSEFC of the supplier's state. The State Government sets up its councils, chaired by its Director of Industries or an officer of that rank (sections 20 and 21).
- Timeline. The council first tries conciliation, then arbitration, and each reference is to be decided within 90 days (section 18(5)).
- Deposit rule. A buyer who wants a court to set aside the award must first deposit 75% of the amount (section 19).
Example. Northlight Design Studio, a made-up micro enterprise in Andheri, finishes a project for a buyer in Bengaluru, who accepts the work on 1 December 2026 under a 30-day written payment term. Payment is due by 31 December 2026. If it is still unpaid in February 2027, the studio can file on MSME Samadhaan before the Maharashtra council, claiming the principal and the interest from 1 January 2027, even though the buyer is in Karnataka.
Medium enterprises do not get this route. Buyers can confirm your status with the Udyam verification tool.
What Udyam does not replace for a Mumbai business
A Udyam certificate is an MSME identity, not a licence to trade. A Mumbai business still needs its own registrations under Maharashtra and central laws, and the Udyam form draws on some of them, such as the GSTIN.
- Shops and establishments. Under the Maharashtra Shops and Establishments Act 2017, an establishment with ten or more workers must register, and one with fewer than ten must give an intimation of starting business.
- Professional tax. LLPs and their partners, partners of firms and persons registered under Maharashtra GST pay PTEC of ₹2,500 a year by 31 March. See professional tax registration in Mumbai.
- GST. Udyam needs your GSTIN where GST applies. A Mumbai business registers once its turnover exceeds ₹40 lakh for goods only or ₹20 lakh with any services, and its GSTIN then starts with 27, Maharashtra's state code. See GST registration in Mumbai.
Keeping your Mumbai Udyam record correct
Update the registration each year with the previous year's ITR and GST return details, or the enterprise becomes liable to suspension. If details are disputed, the General Manager of the DIC enquires and sends the matter to Maharashtra's Director or Commissioner of Industries or Industry Secretary, who can amend the record or recommend cancellation to the Ministry.
Practical points for Mumbai enterprises:
- When you move, say from Dadar to Andheri, update the official address and district so the record points to the right DIC.
- When you open a unit outside Mumbai, add it to the same registration rather than filing a second one, which the rules forbid.
- Keep the figures true: intentional misstatement attracts a penalty under section 27 of the MSMED Act.
