Startup India registration in Mumbai follows the same national route as anywhere in India: free DPIIT recognition, applied for on the National Single Window System in the startup's own name. What is local is everything around it, from the Maharashtra registrar that issues your incorporation or registration certificate to state support through the Maharashtra State Innovation Society, whose website says its state grant applications are closed for now.
Does a Mumbai startup apply differently for DPIIT recognition?
No. A company, LLP, registered firm or co-operative society based in Mumbai applies on NSWS exactly like one in any other city, with the same 10-year and ₹200 crore tests under notification G.S.R. 108(E) of 4 February 2026. DPIIT charges no fee and has appointed no agency.
The Mumbai-specific work comes before and after the application: getting an eligible entity registered with the right Maharashtra office, and keeping the state registrations that a recognised startup still needs. Getting a DPIIT-eligible entity in Mumbai and Maharashtra
DPIIT asks for the certificate of incorporation or registration, so the entity must exist first. In Mumbai, which office issues that certificate depends on the type of entity and, for companies and LLPs, the district of the registered office.
| Entity | Who registers it for a Mumbai founder | Point to check |
|---|---|---|
| Private limited company or LLP | MCA portal; ROC Mumbai-I for Mumbai City and Mumbai Suburban, ROC Mumbai-II at Navi Mumbai for Thane, Palghar and Raigad | Since 16 February 2026 the district decides the ROC |
| Partnership firm | Registrar of Firms, Maharashtra | Only a firm registered under section 59 of the Partnership Act 1932 qualifies |
| Co-operative society | Registrar under the Maharashtra Co-operative Societies Act 1960, or the Central Registrar for a multi-state society | Eligible only since February 2026 |
| Proprietorship | Not eligible | Convert to one of the forms above first |
A founder in Andheri or Ghatkopar with a company would deal with ROC Mumbai-I; one who registers the company at a co-working desk in Navi Mumbai falls under ROC Mumbai-II. If you are still choosing, private limited company registration in Mumbai explains the local steps.
Maharashtra startup support: what MSInS does and what is open now
The Maharashtra State Innovation Society (MSInS) runs the state's startup support. The Maharashtra State Innovative Startup Policy 2018, which covered 2018 to 2023, named it the state-level nodal agency for implementing that policy. Its schemes open in windows and carry their own eligibility rules, separate from DPIIT recognition.
Those rules can be tighter than DPIIT's. The 2018 policy, for example, counted only entities incorporated or registered in Maharashtra, up to seven years old (ten for biotechnology or social sector startups), with turnover never above ₹25 crore. That policy period has ended, and a startup that DPIIT recognises today may not meet a state scheme's test, so always read the current Maharashtra policy and scheme document.
What the MSInS website says as of October 2026:
- State grants. Applications are closed for now, and the site says reopening will be announced on its website and social media.
- Registration. You can register and update your profile on the portal, but the site makes clear this is not an application for a grant.
So treat Maharashtra support as a possible extra, not part of the DPIIT process. Register your Mumbai startup's profile, watch for the next window, and read that scheme's own guidelines before you assume DPIIT recognition is enough to qualify.
Maharashtra registrations a recognised startup still needs
Recognition does not replace any state law, so a Mumbai startup with staff still deals with professional tax and the Shops and Establishments Act. Both apply whether or not DPIIT has recognised you.
Professional tax. MCA made profession tax registration mandatory through SPICe+ for every new company incorporated in Maharashtra from 23 February 2020, and the state Act requires companies incorporated after 22 July 2020 to hold both PTEC and PTRC from incorporation. An LLP and each of its partners, and each partner of a firm, pay ₹2,500 a year under PTEC. Employees pay up to ₹2,500 a year, which the employer deducts; see professional tax registration in Mumbai.
Shops and establishments. Under the Maharashtra Shops and Establishments Act 2017, an office with 10 or more workers applies online for registration within 60 days of starting business, and a smaller one gives an online intimation instead. The figure of 20 you may see quoted came from a 2025 ordinance in force from 1 October 2025; it lapsed without being replaced by an Act, and a state government circular of 30 April 2026 works from 10.
GST. If you register for GST, a Maharashtra GSTIN begins with the state code 27.
Using recognition in Mumbai: trademarks and the tax holiday
Trademarks are an early, visible saving for a recognised Mumbai startup. Under the Trade Marks Rules 2017 a DPIIT-recognised entity counts as a startup, and IP India's e-filing fee is ₹4,500 a class instead of ₹9,000.
Example. A made-up Mumbai startup, Bluepeak Health Private Limited, files its brand in classes 9, 42 and 44 after recognition. It pays 3 × ₹4,500 = ₹13,500 in official fees, against ₹27,000 at the full rate. A business that counts as a small enterprise under the same rules already gets the lower rate.
Applicants based in Maharashtra fall under the Trade Marks Registry, Mumbai, at Bouddhik Sampada Bhawan, S. M. Road, Antop Hill, which also covers Madhya Pradesh, Chhattisgarh and Goa. Filing is online, so no visit is needed; see trademark registration in Mumbai.
The tax holiday is national. A recognised private limited company or LLP applies separately to the Inter-Ministerial Board, and from tax year 2026-27 the deduction is under section 140 of the Income-tax Act 2025.
Mistakes Mumbai founders make with Startup India registration
Watch for these when you prepare a Mumbai application:
- Filing through a consultant's NSWS login, email or mobile number, when DPIIT wants the startup's own details.
- Applying as an unregistered partnership firm; register it with the Registrar of Firms first.
- Using an address in Thane or Navi Mumbai on the application while the company's records show a Mumbai office.
- Assuming DPIIT recognition brings a Maharashtra state grant. The two are separate, and the state window is closed for now.
- Forgetting professional tax deductions once the first employees join.
