Operating without a MahaRERA registration attracts a penalty of 5% of the total project cost for each transaction facilitated. For context, on a ₹1 crore flat, that is ₹5 lakh — per transaction — without an upper cap until you register.
Since 1 May 2023, MahaRERA has added an additional mandatory layer: a Certificate of Competency from the MahaRERA Agent Training and Certification Programme. Without this certificate, neither new registration nor renewal is granted.

What is MahaRERA?
The Maharashtra Real Estate Regulatory Authority (MahaRERA) was established under the Real Estate (Regulation and Development) Act, 2016 through Government of Maharashtra Notification No. 23. Who Needs to Register as a MahaRERA Agent?
You must register with MahaRERA if you:
- Facilitate the sale or purchase of any unit, plot, or building in a MahaRERA-registered project
- Advertise, market, or promote any registered real estate project — online or offline
- Act on behalf of any person to connect buyers and promoters for consideration
- Are a channel partner of any developer operating in Maharashtra
- Are employed by a real estate agency or developer in a sales or marketing capacity that involves interaction with homebuyers regarding registered projects
The law looks at your function, not your job title. Sales executives, relationship managers, channel partners, and property consultants are all covered — not just those who call themselves “brokers.”
Additionally: All employees and staff of real estate agent firms, companies, and organisations who interact with homebuyers must also be individually certified under the MahaRERA Certification Programme.
The Critical New Requirement: Certificate of Competency — Complete Procedure
Important: Without the Certificate of Competency, the MahaRERA portal will not accept your registration or renewal application. This must be obtained BEFORE you apply for your RERA number.
Since 1 May 2023, every real estate agent — new registrant or renewal applicant — must hold a valid Certificate of Competency issued by MahaRERA. Maharashtra is the first state in India to mandate this certification, making it a unique and non-negotiable step in the agent registration process.
Here is the complete step-by-step procedure to obtain your Certificate of Competency:
Phase 1 — Register for Training
Step 1 — Choose a MahaRERA-Empanelled Training Provider
MahaRERA has empanelled four authorised organisations to conduct the training programme. You must register with one of these:

Step 2 — Pay the Training Fee Training fees are capped at ₹5,000 + GST per candidate — regardless of the provider chosen. The actual fee may be lower depending on the provider and batch type.
Step 3 — Complete the Training Programme
- Minimum 20 hours of training
- Available in online, offline, and hybrid modes
- Conducted typically across 3 hours per day (weekdays) or in weekend batches
- Covers 10 chapters: RERA Act overview, MahaRERA specifics, agent registration, project registration, promoter responsibilities, allottee rights, due diligence, sales process, agreements and forms, real estate calculations
- Minimum 60% attendance is mandatory to qualify for the examination
Step 4 — Receive Training Completion Certificate On successful completion (meeting the 60% attendance requirement), your training provider issues a Training Completion e-Certificate via email. This certificate is required to register for the examination — you cannot appear for the exam without it.
Phase 2 — Register for and Appear in the Certification Examination
Step 5 — Register for the MahaRERA Certification Examination
The examination is conducted by IBPS (Institute of Banking Personnel Selection) — the same autonomous body that conducts banking recruitment exams — which MahaRERA has partnered with for examination management under a formal MoU.

Step 6 — Receive IBPS Confirmation and Call Letter After successful exam registration and fee payment, IBPS sends a confirmation email with your registration number and password. IBPS then issues the examination venue, date, and call letter via email. Download the call letter, take a printout, and affix your photograph on the hard copy before appearing for the exam.
Step 7 — Appear for the Examination The examination is conducted online at IBPS centres across Maharashtra in both English and Marathi.
Examination Pattern:
- 50 Multiple Choice Questions (MCQs) — 4 options each, only one correct
- 2 marks per question — Total 100 marks
- Passing score: 40 marks (20 correct answers out of 50)
- Duration: 60 minutes
- Attempts allowed: Maximum 3 — If all 3 attempts are unsuccessful, the training programme must be repeated from the beginning before reappearing
Phase 3 — Receive the Certificate of Competency
Step 8 — Certificate Issued On passing the examination, IBPS shares your results with MahaRERA and the Certificate of Competency is issued with a unique certification number. This certification number is required to be entered when filing your MahaRERA agent registration or renewal application on the portal.
Step 9 — Upload on MahaRERA Portal Log in to your MahaRERA agent account and upload the Certificate of Competency. Your registration application can then proceed.

How MahaRERA Agent Registration Works — Step by Step
Step 1 — Certificate of Competency (if not already held) Complete the training with a MahaRERA-empanelled provider, clear the IBPS-conducted certification exam, and obtain your Certificate of Competency. Step 2 — Portal Account Creation We access the MahaRERA portal (maharerait.mahaonline.gov.in), click “New Registration,” select “Real Estate Agent” as user type, and create your account with username, password, mobile number, and email. Email verification is completed before proceeding.
Step 3 — Application Form Completion We log in and fill all sections of the agent registration form — personal details, business profile, entity information, pending cases declaration, and other required fields. Accuracy at this stage is critical to avoid scrutiny delays.
Step 4 — Document Upload All required documents — KYC, PAN, address proof, entity documents, ITR or declaration, and Certificate of Competency — are uploaded in the prescribed format.
Step 5 — Declaration and Payment The declaration is accepted and the applicable government fee (₹10,590/- or ₹1,00,590/-) is paid online through the MahaRERA payment gateway. An application number is generated for tracking.
Step 6 — Scrutiny and Approval MahaRERA scrutinises the application. Any scrutiny comments or additional document requests are addressed promptly. We track the application status and respond to queries on your behalf.
Step 7 — Registration Certificate Download On approval, MahaRERA issues the RERA Registration Certificate with your unique MahaRERA Agent Registration Number. The certificate can be downloaded from your agent account. Your registration is valid for 5 years from the date of issue.
Ongoing Compliance for MahaRERA Registered Agents
Registration is not a one-time exercise. MahaRERA requires registered agents to maintain ongoing compliance:
Half-Yearly Progress Report (Form 6) Registered agents must upload their Half-Yearly Progress Report in Form 6 through the MahaRERA portal. This report is mandatory and must be uploaded in the ‘Other Documents’ section under the ‘Documents’ tab at the time of renewal. Failure to maintain compliance records may affect renewal processing.
Annual Advertising Compliance From 8 April 2025, MahaRERA Order No. 46C/2025 mandates that all advertisements — print, digital, outdoor — for registered projects must display the MahaRERA registration number and QR code in the top-right quadrant, with font size equal to or larger than the largest font used for contact details. This applies to agents advertising any registered project.
Renewal Every 5 Years Registration must be renewed before the 5-year validity expires. Renewal requires the same fee structure, updated documents, and submission of Form 6. Agents whose registration lapses are listed publicly on the MahaRERA website as “registration validity has lapsed.”
Penalties for Non-Compliance
Operating as a real estate agent in Maharashtra without MahaRERA registration attracts serious consequences:
- Penalty of 5% of the total project cost for each transaction facilitated — there is no upper cap until registration is obtained
- For continued non-compliance — penalty can extend to ₹10,000 per day
- Maximum penalty of up to 5% of the estimated cost of the real estate project for misrepresentation or false information to buyers
- Public listing on MahaRERA’s deregistered/lapsed agents database — visible to all buyers and developers
