UAE Business Setup Cost Calculator

In short: UAE business setup cost depends on four choices: licence route (mainland, free zone or offshore), activity type, office type and number of visas. This planner shows the published starting price for seven free zones and two offshore registries (checked 22 October 2026), for example AED 5,750 at SPC Free Zone or AED 12,000 with one visa at RAKEZ, and the cost components that apply. Ofin's UAE desk then sends a written quote.

Cost components that apply (9)

  • Licence fee. Charged by the licensing authority for your licence type and activity, and renewed every year.
  • Company registration and incorporation documents. Memorandum of association or articles, share certificates and registry fees, depending on the authority.
  • Initial approval and name reservation. Trade name check and approval before the licence is issued.
  • Flexi or shared desk package. Often bundled with the licence in free zones; check what is included and what renews.
  • Residence visas (1). Establishment card, visa quota, immigration fees, medical test, Emirates ID and insurance, per person.
  • Corporate bank account. Account opening is subject to the bank; expect minimum balance rules and monthly fees, plus our file preparation.
  • Corporate tax registration. All UAE companies register with the FTA, including free zone companies; filing and records follow.
  • Annual renewal and compliance. Licence renewal, lease renewal, visa renewals and accounting, every year.
  • Government service charges and PRO fees. Typing, attestation, courier and PRO charges that are not in the licence fee.

Final amounts depend on the licence type, activity, office and your visa count. The UAE desk replies with a written quote.

What drives UAE business setup cost?

Four choices drive most of the cost: the licence route, the activity, the office and the number of visas. Change any one and the list of components changes. A consultant working from home on a free zone flexi-desk has a very different list from a trading company with a mainland office and several staff.

The planner above lets you pick each choice. For a free zone or an offshore registry it shows the authority's published starting price, checked on 22 October 2026, with what the figure covers and what it leaves out. For the mainland it shows no number, because the licence fee depends on the activity and a share of the office rent. Ofin's UAE desk confirms the full amount in a written quote.

If you have not chosen a route yet, read mainland vs free zone first, then come back and compare.

How to compare quotes

Compare quotes line by line, not by the headline total. Two quotes can look similar and cover very different things. Ask each provider to list the same components in the same order, then check what is included, what is optional and what is excluded.

  • Is the licence for the exact activity you need, or a general one?
  • How many visas are included, and does the quote cover medical, Emirates ID and stamping?
  • Is the office a real tenancy, a flexi-desk or a virtual address, and does it meet your bank's expectations?
  • Does the quote cover the first renewal, or only year one?
  • Who pays government fees if they change before filing?
  • Is bank account support included, and is any outcome promised?

Beware of any provider that promises a bank account or visa outcome. Banks and authorities decide on their own review.

Hidden costs to ask about

Most surprises come from items that sit outside the first quote. Ask about each of these before you pay anything.

  • Renewals in later years, including office and visa renewals.
  • Changes of activity, shareholder, manager or office after incorporation.
  • Visa cancellation, change of status and dependants' visas.
  • Document attestation for Indian papers; see our attestation guide.
  • Corporate tax and VAT registration and returns; see UAE corporate tax and VAT registration.
  • Accounting and audit, where required.
  • Bank minimum balance or account maintenance conditions.
  • Indian-side filings such as ODI filing if you invest from India.

A 5-step budgeting process

  1. Define your activity and who you will sell to, so the right licence route is clear.
  2. Choose the office type that your bank, customers and activity will accept.
  3. Decide how many visas you need now and how many in year two.
  4. List the components in the table above, add the recurring ones, and note what is optional.
  5. Request a fixed written quote, compare it line by line, and keep a reserve for items that change.

Frequently asked questions

Does the calculator show prices?

Yes, for free zones and offshore registries: it shows each authority's published starting price, checked on 22 October 2026, such as AED 5,750 at SPC Free Zone, AED 12,500 at Meydan or AED 3,250 at RAK ICC. Mainland fees depend on the activity and office rent, so the planner lists the components and Ofin sends a written quote.

Which choices change the cost most?

The licence route, the activity, the office type and the number of visas. Each one adds or removes components, such as a tenancy, a professional permit or visa processing.

Is a free zone always cheaper than mainland?

No. A free zone can have fewer components for some businesses, but the right route depends on where your customers are and what your bank expects. Compare the full list of components before deciding.

Do I need a physical office in the UAE?

It depends on the route and the activity. Mainland companies need a registered office address and may need a physical office. Many free zones offer flexi-desk options, and rules differ by zone.

Are renewals included in the first quote?

Not always. Ask whether the quote covers only the first year or also the first renewal, and which government fees are included. Ofin states this in the written quote.

What happens after I submit the request?

Your selection is attached to the request and the UAE desk reviews it. We reply with questions if needed and then a fixed written quote, usually after we confirm your activity and structure.
