Why do Indian documents need attestation for the UAE?
Indian documents need attestation because the UAE has not joined the Hague Apostille Convention, so an apostille is not enough. The Hague Conference's status table, last updated on 30 June 2026, lists 130 contracting parties. India has been one since 2005; the UAE is not on the list. Saudi Arabia, Oman and Bahrain are parties, so what works for them does not carry over to the UAE. India's Ministry of External Affairs (MEA) also lists the UAE among non-member countries, which get "normal attestation" instead of an apostille.
Attestation is a chain of signatures. Each authority confirms the seal and signature of the one before it, and the chain ends with the UAE Ministry of Foreign Affairs (MOFA). MOFA says attestation certifies the authenticity of signatures and seals. MEA says it takes no responsibility for a document's contents. The chain proves a document is genuine; it does not judge what the document says.
You will usually need attested documents for:
- Family residence visas: ICP, the federal identity authority, lists an attested marriage contract and children's birth certificates as proof of kinship.
- Employment visas: some job titles need an attested education certificate. Ajman Free Zone, for example, wants it attested by the UAE Embassy in the home country and by MOFA.
- A UAE company with a corporate shareholder: DMCC lists the parent company's certificate of incorporation, memorandum and articles, board resolution and register of directors as documents that usually need attestation.
- Powers of attorney signed in India for use in the UAE.
DMCC adds that an individual shareholder's passport copy and address proof usually need no attestation.
What is the attestation chain for documents issued in India?
The chain has two stages in India and one online stage for the UAE. First comes state or chamber authentication, then MEA attestation, then one application covering the UAE Embassy or Consulate in India and MOFA. The first stage depends on the type of document.
| Document | Stage 1 in India | Stage 2 | Stage 3 (one UAE application) |
|---|---|---|---|
| Degree, diploma, mark sheet | State education department | MEA | UAE Embassy New Delhi or Consulate Mumbai, plus MOFA |
| Birth or marriage certificate | State Home Department or General Administration Department | MEA | UAE Embassy or Consulate, plus MOFA |
| Power of attorney or affidavit | Signed before a notary, then state authentication | MEA | UAE Embassy or Consulate, plus MOFA |
| Certificate of incorporation, MoA, AoA, board resolution | Notarised, then Chamber of Commerce | MEA | UAE Embassy or Consulate, plus MOFA at the commercial fee |
State or Chamber of Commerce authentication
MEA legalises a document on the basis of the signature of a designated state, union territory or Chamber of Commerce authority, so this step cannot be skipped. A notary's stamp is only the first link; the state or chamber then authenticates it. MEA publishes the list of authorities for each state. Agents often call this step HRD attestation for education documents and Home or GAD attestation for personal ones. For Maharashtra it names the Home Department and the Higher and Technical Education Department at Mantralaya, Mumbai. The Indian Embassy in Abu Dhabi also expects birth and marriage certificates authenticated by the state Home Department (General Administration Branch).
MEA attestation
MEA does not accept documents directly from applicants. You hand the original or a true copy, a photocopy and a passport copy to one of its authorised outsourced agencies. Since 1 January 2019 the work has been decentralised to MEA Branch Secretariats and Regional Passport Offices in 16 cities. These include Mumbai, New Delhi, Bengaluru, Chennai and Hyderabad, and you reach them through the same agencies. MEA does not legalise photocopies.
If your document sits in a digital repository, MEA can attest it online through e-Sanad. This covers CBSE certificates from 2014 onwards and documents from issuers linked to the National Academic Depository. Punjab, Tamil Nadu and Puducherry have joined so far.
UAE Embassy or Consulate and MOFA
The UAE Embassy in New Delhi and the UAE Consulate General in Mumbai attest Indian documents only after MEA has attested them. Both now use MOFA's digital attestation, explained below.
How does the UAE's digital attestation work?
You apply on the MOFA website or app and a MOFA-approved courier collects the originals in India. You then receive one digital attestation certified by both the UAE mission and MOFA. You need a UAE Pass account; non-residents can create one at uaepass.ae.
- The courier collects the documents within 24 hours of a successful submission, according to both missions.
- MOFA states up to 7 business days for attestation outside the UAE through its service provider.
- The attested document arrives by email. Originals return by courier 24 to 48 hours after release, or 48 to 72 hours in remote areas.
- Anyone can check the attestation at verify.mofa.gov.ae with the reference number and issue date.
Because MOFA attestation is part of the same application, there is no separate MOFA step after you reach the UAE. If you hold an older document with only a paper stamp from a UAE mission, ask MOFA (80044444) or the receiving authority how to complete it.
Apart from UAE documents, the missions in India attest only documents issued in India, plus Bhutan at the New Delhi embassy. Documents from other countries go to the UAE mission in the country that issued them. Commercial invoices and certificates of origin use MOFA's separate eDAS 2.0 service.
How much does document attestation from India cost?
Official fees are low in India and higher at the UAE end, especially for company documents. The table shows the published fees, checked on 22 October 2026.
| Stage | Who charges | Published fee |
|---|---|---|
| State or chamber authentication | State department or Chamber of Commerce | Set by each authority |
| MEA attestation for the UAE | MEA | Free |
| MEA outsourced agency | Authorised agency | ₹84 per document plus ₹3 per page for scanning |
| UAE mission and MOFA, personal document | MOFA | AED 150 per document |
| UAE mission and MOFA, commercial document | MOFA | AED 2,000 per document |
| Courier collection and return | MOFA-approved provider | Shown before payment; not refunded on rejection |
MOFA's guide treats degrees, birth certificates, marriage contracts and non-commercial powers of attorney as personal documents. Memoranda and articles of association, board resolutions, company set-up contracts and commercial licences are commercial. A power of attorney with commercial content counts as a commercial document.
Worked example. An Indian company forming a UAE subsidiary often attests its certificate of incorporation, memorandum, articles and board resolution. The missions attest the memorandum and articles separately, so that is four commercial documents: 4 x AED 2,000 = AED 8,000 in MOFA fees. Agency, notary, chamber and courier charges, and any translation, come on top. The Indian parent also files Form FC through its designated AD bank under India's overseas investment rules; see our ODI filing service.
MOFA says the total depends on the number of documents, the completion option and whether each document is personal or commercial. It shows the total before you pay. If an application fails the guidelines, the attestation fee is refunded automatically, but the service fee, including delivery, is not.
Do attested documents need an Arabic translation?
You need a translation when a document is in a language other than Arabic or English, or when the receiving authority asks for Arabic. DMCC says foreign documents must be in Arabic or English or come with a legally certified translation. Sharjah's Economic Development Department asks for foreign documents attested with a certified legal translator. MOFA's own page lists the same Arabic or English rule for documents attested through its courier route.
A birth certificate in Hindi, Marathi or another Indian language therefore needs a certified translation. When Arabic is required, use a legal translator registered with the UAE Ministry of Justice, which accredits legal translators.
How do you attest UAE documents for use in India?
Reverse the chain: get UAE MOFA attestation first, then attestation by the Embassy of India in Abu Dhabi or the Consulate General of India in Dubai. The Indian Embassy's guidelines ask for documents issued in the UAE to carry MOFA attestation before the mission attests them.
- Apply to MOFA with UAE Pass and choose India as the destination. Eligible digital UAE documents are attested within 2 hours in working hours; courier attestation takes 1 to 3 business days. If MOFA offers a choice, the option "Embassy/Consulate of the Selected Destination Country in the UAE" covers MOFA only, leaving the Indian mission step to you.
- Book an appointment at an Indian Consular Application Centre (ICAC). Since 22 July 2026 passport, visa and attestation applications go through 16 outsourced ICACs across the UAE, not the Embassy or Consulate premises. The Embassy's notice names consularsevainuae.com for bookings.
- Attend with the original, a photocopy and your original passport. You pay the Government of India fee below plus the centre's service charge of AED 19, including VAT.
| Document at the Indian mission | Fee per attestation |
|---|---|
| Civil documents: degrees, marriage certificates, affidavits, powers of attorney | AED 40 |
| Documents on the sale, purchase, mortgage, transfer or gift of property, including powers of attorney for these | AED 80 |
| Trade or commercial documents on exports to India | AED 190 |
| Other attestations not listed | AED 80 |
The Embassy's guidelines require a power of attorney for India, for example to sell a flat, to be signed in front of the consular officer, with the executant present with the original passport. The Embassy opened a tender for these outsourced services on 28 September 2026, so arrangements may change; check its latest notice before you book. How long does attestation take?
No authority publishes an end-to-end time for the India to UAE chain. Only some stages have a stated time:
| Stage | Time stated by the authority |
|---|---|
| State or chamber authentication | Not published centrally |
| MEA attestation | No fixed time; MEA asks applicants to apply well in advance |
| Courier pickup for the UAE mission | Within 24 hours of submission |
| UAE mission and MOFA, documents from India | Up to 7 business days |
| Return of originals | 24 to 48 hours after release; 48 to 72 in remote areas |
| MOFA, UAE-issued documents | 2 hours digital; 1 to 3 business days by courier |
| Indian mission in the UAE, through an ICAC | Not published for the outsourced centres |
Because the Indian stages have no published time, start them early, before any step that depends on attested papers, such as a family visa application.
Why do attestation applications get rejected?
Most rejections come from a skipped step, a wrong category or a physical defect. The authorities name these:
- Laminated documents. The UAE missions cannot attest them.
- Copies of personal certificates. Birth, marriage and death certificates must be originals, and MEA does not legalise photocopies.
- A missing state or chamber step. MEA relies on the state or chamber signature.
- Bundled documents. The missions reject documents stamped as a bundle; each document must be done individually.
- Memorandum and articles together. They must be attested separately.
- The wrong category. A power of attorney with commercial content is a commercial document.
- Errors in the MOFA application. Incorrect or incomplete applications are rejected automatically. You cannot edit an application after submitting it, and a rejected one cannot be reopened.
- Non-Indian documents at a mission in India. They must go to the UAE mission in the issuing country.
- Paper CBSE certificates from 2014 onwards. MEA attests these only through e-Sanad.
